It's totally a closet cosplay. She's done her hair up in The Braid (how much gel is she using to make the sworls on the sides do that?), her makeup's on point, and the street clothes Jorgmund reluctantly let them swap out for their jumpsuits so they wouldn't immediately be recognized are in light blues and purples. It's not a perfect Disneybound, since their clothing options were limited, but an effort was clearly made to wear what Elsa would wear.

"....I have no idea," she admits, after a moment of surprise at being unexpectedly addressed. She offers a sheepish smile. (Wow, she's really giving that Idina Menzel impression her best shot.) "They gave me a map at the gate, but--"

She pulls the map out of her coat pocket, and lets it unfold. It unfolds all the way to the ground, hitting the cobblestones with a thwap.

"--this place is really big. I don't know where to start," she confesses.
